Texas State Policies Including Students with Disabilities on Statewide Assessments: Modifications

In Texas, students with disabilities may use various modifications on statewide assessments to ensure they can demonstrate their knowledge and skills effectively. These modifications are outlined in the student’s Individualized Education Program (IEP) or Section 504 plan.


Modifications are changes that alter the expectations of the assignment or test, making it easier for the student. Modifications might involve:


  1. Simplified Content: Modifying the test content to make it less complex, which might change the grade-level standards being assessed.

  2. Alternate Questions: Providing different questions that are less difficult than the standard test questions.


However, it’s important to note that while accommodations are widely used and do not change the assessment's standards, modifications are less common in state testing, as they fundamentally alter what the test measures. The decision to use specific accommodations or modifications is made by the IEP or 504 team, based on the student's individual needs.
